esearch of a fast drunkenness, abusive consumption of alcohol in limited one time... the "express high" characterizes the report of the young more and more with the alcohol. The risks are numerous:  violence, ethylic coma, sexual abuses... For better there to cope, the Minister of health decided to forbid the sale of alcohol the miners.

In 2006, the observatory French of the Drugs and the Addiction (OFDT) pulled the alarm:  the young take to more and more to the practice of the "binge drinking" or the "express biture", that means the consumption of alcohol in big quantity in one minimal time. Close to the half of the young (46%) declared to have drunk at least 5 glasses of alcohol at the time of only one opportunity during the last 30 days. In parallel, the number of hospitalizations for drunkenness increased these last years a lot. A conduct that is not without risks.

Risks associated to the binge-drinking

The binge drinking includes several risky for the young:

   . The conducts to risk

The alcohol désinhibe and, of this fact, encourage the passage to the act, that it was about verbal, physical or sexual aggressions. Finally, the alcohol also brings his share of sanitary and social risks:  he can drive to have the non protected sexual intercourse, generating this fact an exhibition more increased to the sexually transferable infections.

   . The ethylic comas

The drunkenness can entail ethylic comas that, non taken in charge, can drive to the death.

   . The accidents of the road bound to the alcohol level

In 2006, 21,8% of the drivers aged of 18 to 24 years implied in accidents of the road mortals presented a rate of alcohol level superior to the limit legal of 0,5 gram by liter of blood. First reason of mortality in France her overnight and the weekend, the alcohol is implied in more of half (55,9%) of people killed in an accident of the road.

   . The risks long-term

Although all young excessive drinkers don't become consumers to risk, he/it is established that an excessive use of alcohol to adolescence increases the odds to become alcoholic to the adult age.

Facing these different reports, the government proposes the measures aiming to warn this abusive alcohol consumption.

Interdiction, prevention and information

In order to dam up the phenomenon, the Ministry of Health, like other European countries, took the party to forbid the sale of alcohol the miners, that it is in coffees completely, but also in the supermarkets. "The binge-drinking comes to 80% of the sale in free service" explained Roselyne Bachelot at the time of the presentation of his plan. "Until now, the legislation was too complex:  some drinks were forbidden the less than 16 years, of others to the less than 18 years. Now, the law will be identical for all the drinks" has it pursued.

Exit also the evenings "open-bar", where the young, for a lump sum, could consume all drink at will. On the other hand, the "Happy-hours" principle allowing the bars to put their less expensive consumptions in beginning of evening, is maintained.

Finally, the abuses of alcohol on the outskirts of the school establishments as on the public way will be reprimanded also.

But the governmental actions won't be all based on the repression. During all the summer, some spotlights will be distributed to the movies and the television.

Messages of sensitization will also be emitted on the stations of radio and on a dedicated Internet site. The objective is displayed:  the modification of the behaviors pass also by information.

Alcohol:  how to forbid it the miners?

But how to make applicable the interdiction of sale to the miners, notably in the big surfaces? The Minister of Health was clear on this point:  "No one can ignore the law and the administrators of the establishments will be, in a régime of liberty based on the responsibility, loaded of his application. It is necessary to recall, indeed, that in case of sale of alcohol to a miner, the infringement is committed by the store and no by the miner." In other words, it will be the tradesman's to pay attention at the age of the person who buys - makes itself like that already to the United States or in England. The law not having yet been examined, one already speaks of sanction capable to go until one year of jail and 15 000 euros of fine... A similar measure has been taken lately concerning the cigarettes, and one knows that it knows an efficiency all relative, the tobacconists only asking rarely for the purchaser's proof of identity. The conditions of application of the law will be able to illuminate us on this point.

One can also regret that the industrial shine by their absence, whereas their strategies marketing targets since several years the young (via the premix, the sponsored evenings, etc).
